Finalizing of the project „Promotion of sustainable development by strengthening the public sector‘s social cluster“ Nr. NOR-LT10-VRM-01-K-02-006 successful implementation

norway grants2017 05 02 (1)2017 April 30 marked the end of the project „Promotion of sustainable development by strengthening the public sector‘s social cluster“ Nr. NOR-LT10-VRM-01-K-02-006, which was implemented by project executor Lithuanian University of Educational Sciences alongside 12 partners from Lithuania and Norway: Fleksibel utdanning Norge, Biržai district municipality, Biržai district public health office, Prienai district municipality, Prienai foster home, Druskininkai municipality, Druskininkai Education Center, administration of Utena district municipality, Utena A. and M. Miškinių public library, Vilnius College of Design, PI Amber academy, Lithuanian College of Democracy.

Project activities have been carried out from 2015 m. September 11th – 2017 m. April 30th., total value of the project 591.162,70 EUR.

A Lithuanian Delegation from Utena city visiting Beit Sahour

IMG 9327The Municipality of Beit Sahour, represented by its Mayor Mr. Hani Al Hayek and a number of municipal council members, have welcomed a Lithuanian delegation from the city of Utena led by Utena's Vice Mayor Mr. Vidmantas Valinčius, which has a twinning relationship with the Municipality of Beit Sahour. The Delegation stayed in Beit Sahour from the 13th of April 2017 till the 18th of April 2017.
During the meeting, Al-Hayek spoke about the importance of cooperation between the two municipalities and the development of an action plan that includes institutional networking, cultural exchange between the two cities, strengthening women and youth sectors and implementing projects in mutual partnership between the two municipalities.

Project “Promotion of Sustainable Development by Strengthening the Social Clustering in Public Sector” Partner Visit to Oslo, Norway 2017-04-03 – 2017-04-06-03 – 2017-04-06

In April 3th – 6th, 2017 he project partner representatives will take part in the second visit  to Norway.2017 03 15 (2)

The main purpose of the visit - to deliver social clustering competency model as a project activity 1.1.1. result. In visit in Oslo will be intensive meetings, discussions and discussions with the project partners and the Norwegian public sector organizations and their operating structures. During the meetings will be presented project’s the results achieved also the project will take place in an intensive dissemination of information about best practices inherited.

Representatives of the project partners will share experiences about staff training methods for the teaching and learning methods, and get acquainted with the Norwegian non-governmental organizations of good practice in relation to cooperation and social development clusters in municipalities, regions.

Project “Promotion of Sustainable Development by Strengthening the Social Clustering in Public Sector” Partner Visit to Oslo, Norway 2017-04-03 – 2017-04-06

2017 02 20 (2)logoIn February 22th, 2017 event will take place in publishing project “Promotion of Sustainable Development by Strengthening the Social Clustering in Public Sector” rezults. The implementation of the project in our country contributed by Lithuanian University of Educational Sciences, scientists, in collaboration with partners from Norway Flexible Education, Norway, Vilnius College of Design, PI Amber Academy, Lithuanian College of Democracy and Utena, Druskininkai, and Birzu municipalities and their subsidiaries institutions. The project involves 13 partners.

The publicity event will present the results achieved and the implementation of objectives. "We are very happy that we can present to the public the results achieved in our project, which will have lasting value and future - welcomed the draft executive Professor Giedre Kvieskiene.

Halls Winter Rally 2017

2017 01 HallsThe first winter festival Halls Winter Rally officially started with the administrative commission in Utena on Thursday. Participants of the rally submitted official documents in order to compete in 12 special stages on Friday and Saturday.

More than 40 crews from four different countries, Lithuania, Latvia, Poland and Czech Republic, will participate in the rally this year. Among the participants are medalists of European Rally Championships and well known Lithuanian racers. Four R5 cars will start the rally. This is the first time so many vehicles of this class will compete in Lithuanian Rally Championship.

The names of other racers are very well known as well. After a break in Lithuanian rally, medalist of European Championship Dominykas Butvilas and his co-driver Renatas Vaitkevičius will participate in the rally battle with R5 car Skoda Fabia.

11th Halls Winter Rally will be held in Utena and Molėtai regions on January 27-28. The participants will have to complete 12 specials stages, 6 of them during night period.

programos zenklas ltStrengthening the Lithuanian public sector social clustering competencies this month will introduce a virtual learning models in2017 01 17 3 Lithuanian and English languages which will be available for each of our country's public sector workers modules are created under the project ”Promotion of Sustainable Development by Strengthening the Social Clustering in Public Sector” and implemented by Lithuanian University of Educational Sciences together with Utena, Druskininkai, debate and Birzu municipalities, Vilnius College of Design, Lithuanian College of Democracy, PI "Amber Academy and partners from Norway Flexible Education, Norway.

The training program will be divided into two parts - social clustering competence and institutional and administrative capacity of public development programs with thematic modules. Public sector workers and the above-mentioned project partners in Lithuania and Norway in accordance with their need to be able to choose one or several training programs independently at their convenient time of the day to join a virtual environment to the teaching materials, teaching materials consult with the organizers and tasks.

Training sessions of project “Promotion of Sustainable Development by Strengthening the Social Clustering in Public Sector” have successfully been launched on November 14th – 18th in Norway and November 28th – 29th in Lithuania.

The main objectives of the project-related training sessions are to develop skills and social cluster competencies; improve welfare state policy implementation in the project partner institutions by developing public and administrative capacity; ensure public transparency, relevant to implementation of welfare policy by developing and implementing innovative anti-corruption means at local and regional level.

Project “Promotion of Sustainable Development by Strengthening the Social Clustering in Public Sector” Partner Visit to Oslo, Norway

In November 14th – 17th, 2016 the project partner representatives took part in the first visit to Norwegian partner institution Flexible Education Norway. The main purpose of the visit was to identify the social cluster competency model development stages. Intensive meetings with project partners, debates, discussions and group work facilitated the setting of the social cluster competency model development stages, which will be used as a basis for the creation of the model and arrangement of virtual training and training events.
During the visit, the representatives of the project partner institutions had the opportunity not only to share best practice on the competency development methods, but also get acquainted with the project partner - Norwegian umbrella organization Flexible Education experience in the development of social cluster in public sector.

Project “Promotion of Sustainable Development by Strengthening the Social Clustering in Public Sector” Partner Visit to Oslo, Norway

logoimage003On September 11th, 2015 in Central project management agency Vice-Rector for Research and Development, Acting Rector, Professor PhD Aivas Ragauskas (Lithuanian University of Educational Sciences (LUES)) signed implementation agreement of the project „Promotion of Sustainable Development by Strengthening the Social Clustering in Public Sector"(No. NOR-LT10-VRM-01-K-02-006). The project will be financed under the 2009–2014 Norwegian Financial Mechanism Programme LT10 "Capacity-Building and Institutional Cooperation between Beneficiary State and Norwegian Public Institutions, Local and Regional Authorities"
Aim of the project: to contribute to the regional policy objectives by transferring the Kingdom's of Norway knowledge and best practices to authorities of the Republic of Lithuania and Lithuania's municipal authorities, to promote their sustainable development, to strengthen the capacity and cooperation in the social sector, as well as social clustering between local and regional partners.

The Municipality of Beit Sahour signs a twining agreement with the Municipality of Utena in Lithuania

2016 09 05 Bet SahourIn a mission to expand and widen the international relations of Beit Sahour Municipality, a Palestinian delegation led by Mayor Mr. Hani Al Hayek and a number of Councilmen headed to Lithuania to sign a twinning agreement with the city of Utena.

In a remarkable ceremony which was held on the honor of Beit Sahour delegation on Saturday 05.09.2015, a cooperation agreement was signed with the Municipality of Utena County as both parties agreed to cooperate in several areas: including cultural, historical and religious heritage, sports, social security, environmental protection, tourism, economy and trade, small craft and education and youth cooperation as well.
